About the Evaluation

Project Orbis International Inc., is seeking proposals from qualified agencies/ consultants to conduct Mid Term Project Evaluation: Orbis REACH (Refractive Error Among Children) Project in Nepal.

Objective of the Mid-term Evaluation:

The objective of the Mid-term evaluation is to determine the efficiency, effectiveness and impact of an Orbis REACH (Refractive Error Among Children) Project.

Key Questions:

1. To what extent have the project objectives and results against targets (outputs, outcome) been achieved? What are the factors that contributed to these results or achievement?

2. How effectively and efficiently has the project been implemented and managed?

3. Has the project been relevant in terms of adopting the most appropriate strategy for the problem and context? What are the missing gaps in the strategy adopted?

4. What have been the strengths, gaps/challenges and lessons learned of the project?

5. To come out with strategy and implementation level recommendations for the benefit of project in terms of what has worked, what has not worked and what are the areas of reconsideration- Orbis, partner Institutions/Hospitals and stakeholders, amongst others.

Project Duration covered under Mid-term evaluation: June 01, 2018 to December 31, 2019

Team formation and Responsibilities:

The mid-term evaluation will be carried out by an agency/ consultant who will lead the entire evaluation process.

The facilitation of the process would be done by Orbis Internal team.

Agency/ consultant:

• Develop the design, methodology and appropriate data collection instruments for the evaluation

• Lead the evaluation team, train data collectors

• Collect, compile and analyze the data

• Produce draft and final mid-term evaluation report

• Present findings to Orbis and partner staff

• Maintain regular communication with key contact person(s) of Orbis throughout the contract period

Evaluation Timeline:

Working timelines will be shared by the agency/ consultant.

Deliverables from the agency/ consultant:

• A detailed work plan

• Data collection instruments in English

• Draft report and its presentation

• Final report

• Quantitative data set, qualitative transcripts, and other relevant documents

The mid-term evaluation report should be written in English and include the following sections (though not limited to only these sections):

• Executive summary

• Table of Contents

• Introduction⎯purpose of mid-term evaluation

• Background⎯overview of project, strategy and activities

• Methods, limitations

• Findings

• Conclusion⎯strengths, gaps/challenges and lessons learned

• Recommendations for the future

• Annexes⎯TOR, data collection tools, lists of interviews/documents reviewed/sites visited, disclosure of any conflict of interest by an evaluation team member, any other pertinent documents

Application Process:

Qualifications, Language and specialized knowledge/experience required:

· Specialization/ training in Public Health, Health and Hospital Management, Ophthalmology and Community Eye Health

· Excellent English language speaking, writing and editing skills

· Fluency in speaking Hindi/ Nepali

· Appropriate technical expertise in field research, sustainable capacity and analytical skills to ensure the quality in evaluation and outputs

· The agency/ consultant should have a team that understands the issues to accomplish the tasks in time and as required

The following documents are to be submitted:

• A letter of Expression of Interest

• Organizational/ Individual profile

• CVs of principal evaluators and key members on the evaluation

• Two samples of similar work

• Two professional references

• Proposal describing the following in 2500 words maximum:

· Proposed methodology for evaluation

· Work-plan estimate of the number of days required for the assignment, alongwith working timelines

· Financial Proposal with Budget & Mandays details. All expenses like travel/transit/stay etc will be reimbursed based on production of valid invoices. Travel expense estimates need to be prior approved by Orbis

· In case of agency, point person to Orbis for signing contract, and point person to Orbis for report submission
